Hardening Chinese Realpolitik in the 21st Century: The Evolution of Beijing’s Thinking about Arms Control

Increasingly, policymakers, observers and scholars are calling for including China in nuclear arms-control efforts. Missing from debates, however, is a thorough analysis of Chinese perspectives. Drawing extensively on Chinese-language sources, this article traces the evolution views among strategists experts during last decade. Updating earlier scholarship, we find that most tend to view efforts through strongly realpolitik prism. Many lament US domination agenda believe initiatives intended undermine deterrence. In recent years, these have hardened. increasingly see arms control as an arena zero-sum military political struggle.
